A cook on the steamer Cataraqui also noticed the flames and, rousing the rest of the crew, joined their attempts to free the ship from her berth beside the blaze. The ship had been moored fast the previous evening because of the high winds, delaying the crew's efforts. Once freed, the pounding waves prevented the ship from leaving, and she caught fire in a matter of minutes. When the crew abandoned ship, the wind shifted, and she floated into the harbour. Both the Cataraqui and the Lord Nelson, which was also alight, drifted towards the Penny Bridge over the mouth of the Cataraqui River.

In exchange for the expense of construction, the Crown received a monopoly on both enterprises throughout the area. Although Cataraqui Falls was a good five miles upstream from the settlement, the height of the falls and the volume of water passing over them made them irresistible as the site of the needed mills. Construction began in the fall of 1783, but was soon halted by inclement weather. The building continued as soon as spring arrived and was finished in short order. Of excellent capacity for such a small settlement, Kingston Mills proved unpopular with the locals.
